Update – November 2011

Welcome to the sixth monthly update on the progress on the Workforce and Education White Paper and the development of the new workforce arrangements in the North West. The Programme Board last met on the 17th November to discuss national and regional developments, including the recently launched Health Select Committee Inquiry, outcome of the nominations and elections process and plans for the third Stakeholder Forum event, aimed at building the communications and engagement structure underpinning the new Network Leadership Groups.

1. Latest DH Update

Consultation on the second listening exercise closed on the 31st October and no further detail has yet been received from the DH, although we continue to anticipate this before Christmas.

The Health Committee has since launched an inquiry examining the Government’s plans regarding healthcare education, training and workforce planning and inviting written evidence as to how proposals will ensure delivery of intentions. The deadline for submitting evidence is noon on Monday 19th December 2011, further information of which can be accessed at ttp://www.parliament.uk/healthcom

2. New SHA Cluster Arrangements

The new management structure for NHS North of England took up position on the 3rd October and signals closer working arrangements moving forward. Chris Jeffries was more recently appointed as Workforce Programme Director North West and so continues his role leading the new workforce arrangements in the North West and will support Tim Giplin, as Cluster Director of Workforce and Education. There continues to be no intention to change existing plans and preparations in the North

3. Outcome of the Nominations and Elections Process

The close of the call for nominations on the 17th October, resulted in all possible eventualities; contested seats, where the number of nominations exceeded the number of seats available; uncontested seats (declared elected), where the number of nominations equalled the number of seats available and a few remaining vacant seats, where the number of nominations was less than those seats available. Contested seats were subject to a ballot which closed on the 8th November.

Inaugural meetings for each of the 3 Network Leadership Groups (NLG) took place the week commencing the 19th November, with second dates scheduled as follows to ensure appropriate input into the workforce and education commissioning cycles; Greater Manchester NLG, Thursday 1st December, City Towers Piccadilly
Cheshire and Merseyside NLG, Monday 5th December, Regatta Place Liverpool
Cumbria and Lancashire NLG, Tuesday 6th December, North Lancashire PCT

4. North West Stakeholder Forum - third event 22nd November

This third event focused on exploring the communications and engagement structures appropriate, to ensure both suitable stakeholder representation and involvement as well as delivery of anticipated health education outcomes. The output from the event will inform proposals for the underpinning ‘sub-committee’ structure, which needs to be mindful of both those most likely to be affected by the discussions and decisions of the NLGs, as well as the knowledge and experience of existing Networks. Click here for early thoughts on how NLGs will operate. Proposals are anticipated to be discussed at the forthcoming NLG meetings and circulated for comment before Christmas.
